Savannah Gateway: Cold Chain Analysis
Executive Summary
The Port of Savannah, operated by the Georgia Ports Authority (GPA), has emerged as the fastest-growing container port in the United States and a critical hub for temperature-controlled logistics in the Southeast. Savannah's unprecedented growth is driven by significant infrastructure investments, a massive inland reach via rail, and the Southeast's booming population. The market presents a unique blend of high-volume import capabilities and a dominant position in U.S. poultry exports.
Market Fundamentals and Trade Volumes
Savannah's Garden City Terminal is the largest single-terminal container facility in North America, processing over 5.4 million TEUs annually. The port is uniquely balanced in its cold chain trade. It serves as a primary export gateway for frozen poultry produced in Georgia and the Carolinas, while simultaneously experiencing surging volumes of imported fresh produce, seafood, and pharmaceuticals destined for the rapidly expanding Sunbelt consumer base.
The Savannah industrial real estate market has experienced explosive growth, expanding to over 110 million square feet. However, purpose-built cold storage remains critically undersupplied. Current vacancy for temperature-controlled facilities is approximately 1.5%. The immense volume of perishable goods flowing through the port has created a severe supply-demand imbalance, driving sustained double-digit rent growth and prompting intense competition for available space among major 3PLs and food producers.
Infrastructure and Port Capabilities
The GPA's commitment to cold chain infrastructure is evident in its continuous expansion. The port currently offers over 3,300 reefer plugs, with plans to expand this capacity significantly. The Mason Mega Rail terminal provides seamless, on-dock rail connectivity to major inland markets like Atlanta, Memphis, and Chicago, offering a distinct competitive advantage for bulk refrigerated shipments.
Despite these on-port advantages, the off-port cold storage inventory is struggling to keep pace. While several large-scale cold storage facilities have been delivered recently, they have been entirely pre-leased, failing to alleviate the broader market shortage. The average age of the broader cold storage inventory remains high, and many existing facilities lack the throughput capability required to handle the velocity of goods moving through the modern port ecosystem.
Strategic Investment Rationale
Savannah represents a high-growth, strategic node in ColdPort's network. The investment thesis is predicated on the port's expanding market share, the structural shortage of modern freezer/cooler space, and the region's strong demographic tailwinds.
Our strategy targets the development of high-capacity, multi-temperature facilities proximate to the port and key interstate corridors (I-95 and I-16). These developments will feature advanced automation, 50-foot clear heights, and cross-docking capabilities to facilitate rapid transloading and blast freezing for the robust poultry export market. Additionally, we see opportunities to acquire and expand existing, well-located facilities to capture immediate upside in rents.
Savannah's geographic advantage, coupled with the GPA's aggressive capital expenditure program, ensures its long-term dominance in the Southeast logistics corridor. Investments in modern, high-throughput cold chain infrastructure in this market are positioned to yield exceptionally strong cash yields and long-term capital appreciation.
